Start with the work, not the headline subsidy

Before comparing programmes, define where the team will perform research, manage suppliers and serve customers. List the people who need to work in each location, the employing entity and the activities they will undertake. This turns a broad question about “talent policies” into specific eligibility questions.

This guide is an orientation, not immigration, tax or legal advice. Programmes and application windows change. Check the official pages and ask the relevant operator about your case before making relocation commitments or including an award in the cash plan.

HKSTP: assess fit with the actual development plan

HKSTP’s official incubation page describes support spanning business development and investment readiness. For a hardware team, ask about the relevant programme’s current admission criteria, local activity expectations, facilities and the technical resources appropriate to your product.

Prepare a product-development plan and explain the work the team would actually carry out in Hong Kong. Do not assume that a programme introduction provides a laboratory allocation, manufacturing capacity or funding award. Confirm each resource and condition directly with HKSTP.

Cyberport: check the programme update before applying

Cyberport’s incubation page currently carries a notice that programme enhancements are forthcoming. Its published eligibility also refers to Hong Kong incorporation and a local presence. Overseas teams should therefore check the current intake terms rather than relying on an old funding headline.

For AI hardware with a substantial digital-service component, explain that component and ask whether it fits the programme’s current scope. Admission is assessed by the programme, not by Jimhang. This guide intentionally does not promise a subsidy amount or an application outcome.

Technical hiring and immigration are a separate workstream

Hong Kong’s Technology Talent Admission Scheme is a route worth researching for relevant technical roles. The Immigration Department’s guide makes an important distinction: approval of an employer quota does not guarantee approval of an individual employment visa or entry permit.

Identify the intended role, qualifications, employer and place of work before asking about eligibility. Verify the current rules with the authorities or a qualified adviser. A Hong Kong arrangement should not be assumed to grant permission to work elsewhere in the Greater Bay Area.

Use a policy decision record

Maintain a short record for each route: official source, date checked, applicant entity, required local activities, documents still missing, intake timing, decision-maker and conditions after approval. Mark an item “unconfirmed” until the relevant evidence is available.

Keep personal identity documents out of an initial investor email. First establish which application is relevant and who is authorised to receive the information. A project introduction normally needs a team summary and operating plan, not passport scans.
