Understand who receives support
As checked on 23 October 2026, the Innovation and Technology Commission's page specifies a monthly student allowance of HK$11,790 from 1 April 2026. A month is calculated as 30 days. Support cannot exceed 90 days per academic year, and participating institutions may set their own caps. ITC reimburses participating institutions, while those institutions administer student payment arrangements. This is not unrestricted funding paid to an employer. Official scheme and FAQs
The published allowance is not a sufficient basis for promising that the company will incur no remuneration cost. The allowance, agreed compensation and employment-law obligations need separate consideration before hiring.
Design a meaningful role with supervision
The scheme welcomes company and organizational placements with meaningful I&T work and proper supervision. Its general framework requires full-time placements lasting at least 28 calendar days, subject to institutional arrangements. Universities may request evidence of the work's I&T content and visit the workplace.
A startup job description should be more specific than helping the founder with everything. A bounded task might organize authorized product-test data, contribute to a software module under review, or analyze a manufacturing workflow. These are editorial examples, not pre-approved job categories or university commitments.
Meaningful exposure does not require production administrator access, complete customer lists or unauthorized research data. Define the task, access permissions, reviewer and storage location together.
University-specific rules matter
The PolyU employer guide retrieved for this article is dated 20 October 2026 and covers 2026/27. It requires full-time Hong Kong placements of at least four consecutive weeks. Its allowance is HK$11,790 per month, capped at two months and paid directly to interns by PolyU. The government's 90-day scheme ceiling therefore cannot be presented as an automatic three-month award for every PolyU student. Current PolyU employer guide
| Issue | Scheme-wide framework | Retrieved PolyU arrangements |
|---|---|---|
| Allowance duration | Up to 90 days per academic year; institutions may set caps | Two-month allowance cap |
| Location and working format | Institution-specific administration | Full-time Hong Kong placement; no fully remote or cross-territory employer/intern remote arrangement |
| Starting work | Institutional application and eligibility requirements apply | Do not start before PolyU approval and a signed internship agreement |
| Winter placement timing | No single application window prescribed by this article | Not earlier than November 2026; the scheme closes when funding is exhausted |
Do not export PolyU's conditions to every university. A published timetable also does not prove that a specific employer or student has a place. Confirm the relevant intake's funding availability and actual application status.
An allowance is not an automatic employment-law exemption
PolyU's guide explains that where the necessary student-intern or work-experience-student exemption documents and declarations have not been obtained before commencement, minimum-wage requirements apply. The employer cannot simply substitute the allowance that the university may later pay. The guide also requires remuneration and expected allowances to be stated clearly in the contract.
This article does not decide whether an individual student is exempt or propose shortening a placement to avoid employment obligations. Check wages, MPF, insurance, working arrangements and documentation with the university and appropriate advisers. Non-local students must also meet their actual visa or entry-permit conditions: scheme eligibility is not immigration or work permission.
Put three timelines on one page
A working schedule can separate role and supervisor preparation, university and student eligibility confirmation, and employment and allowance documentation. Give each line an owner, required evidence, unresolved question and actual completion status. Posting a job, receiving applications, selecting a student and being cleared to start are different stages.
PolyU requires student-eligibility verification after an offer is confirmed and says work should not start before approval and completion of the agreement. A project developed across Hong Kong and Shenzhen should also establish location, supervision and access boundaries. Do not assume that an intern may switch freely between territories.
Leave useful work behind
A good short placement should leave a handover-ready result: a reviewed test dataset and method, reproducible demonstration, clear issue log or documentation the next engineer can use. Do not describe an internship as university validation of a product, or automatically as a research partnership or technology licence.
Research tasks, ethical review and commercial-use rights remain separate questions. The HKU research-ethics guide provides an example of one university's process, not an approval procedure applicable to every institution.
Bring the role question to a Jimhang discussion
Jimhang Capital welcomes discussions about Hong Kong's university startup ecosystem, concrete engineering tasks and Greater Bay Area collaboration. Describe the product stage, proposed work, existing supervisor, location, data boundaries and questions for the university. Jimhang does not approve this scheme, and a conversation does not mean a university has promised funding, a placement or student introductions.
