Confirm the round and application route
HKUST's Office of Knowledge Transfer notice specifies that deadline and says final 2027/28 funding requirements and arrangements remain subject to the Innovation and Technology Commission's announcement. It also advises that creating an account for a first-time non-HKUST user may take one to two business days.
The practical response is not simply to complete a form quickly. Open the current notice and establish which forms, portal and university instructions apply. When a government overview, a university's operating arrangements and earlier-year materials coexist, put the year and document version at the top of the preparation checklist.
This article addresses application preparation, distinct from our discussion of academic founders' roles and approval boundaries. Permission to participate in a startup is not the same as eligibility for a particular funding programme.
Do not combine TSSSU-O and TSSSU+ into one assumed funding source
The Innovation and Technology Fund overview distinguishes TSSSU-O from the private-investment-matching TSSSU+ component, with applications handled through the associated university. For TSSSU+, qualifying investment and the recognised matching period matter. Investor interest alone does not establish eligibility.
Start by confirming the appropriate component. Then distinguish each financing event: an expression of interest, signed documents, receipt of funds, equity documentation and conditions still unresolved. These events can occur on different dates. They should not be compressed into a deck's single claim that financing is complete.
Ask the university directly whether an investment qualifies and when supporting documents must be submitted or supplemented. Do not sign an investment agreement merely to meet a funding window without understanding its terms.
Maintain three timelines
The following is an editorial working table, not an official application form or a substitute for the current guidelines.

HKUST's 2027/28 Operation Plan identifies April 1, 2026 to March 31, 2027 as the TSSSU+ matching period and describes reimbursement-based funding. Submission, the recognised period and actual receipt of funds are different concepts.
Prepare a separate cash forecast: while a funding payment remains outstanding, which tests can proceed, which purchases may need to wait and who is responsible for confirming the gap? That is an operating exercise, not a prediction of when funding will arrive.
Break a Hong Kong-Shenzhen hardware budget into actual work
The same Operation Plan excludes mass-production expenditure. Funded activities should primarily take place in Hong Kong, with outside-Hong-Kong expenditure limited to 50% of funding in each government financial year. An overseas spending allowance does not make every Shenzhen manufacturing expense eligible.
Consider a hypothetical sensor project, not an actual funded company. Divide “building the product” into algorithm development, prototype debugging, external testing, pilot preparation and commercial mass production. For each task, record its location, deliverable, quotation basis, responsible party and other funding sources. Do not decide the official classification of prototype, pilot or production expenditure yourself; ask the university to assess the actual work.
This separation also improves supplier discussions. A quotation labelled “complete device development” should first be unpacked into its scope, rather than copied wholesale into a funding budget.
Describe commercial viability through the next test
A useful business plan explains more than market size. It identifies whom the team will learn from next, what it will test and how the result changes a product decision. Will a potential customer provide a test setting? Who supports user training? Who decides whether a pilot leads to procurement?
For a key milestone, describe both outcomes: what happens if the result meets expectations, and what stops or changes if it does not. Testing, staffing and market work in the budget should answer those questions, rather than expanding to consume a funding ceiling.
Unresolved needs can be presented honestly: a particular industry interview, an engineering quotation, an ownership document or a permission. An explicit validation plan is more useful for follow-up than an unsupported list of supposed partners.
