The current ITC programme page, guide directory and linked July 2026 RTH-ITF Application Guide were checked on 27 October 2026. This is project and hiring preparation, not an individual eligibility, visa or employment-law assessment. It guarantees no funding, reimbursement or recruitment outcome.

Identify the Programme Route Before Writing the Hiring Budget

ITC separates RTH support for ITF projects, relevant science-park organisations, technology companies doing R&D in Hong Kong and other routes. This article concerns only RTH-ITF: support for organisations or companies undertaking ITF-funded R&D projects to engage research talent. Conditions from other routes should not be combined with it. Official RTH-ITF overview

University teams discussing a startup should distinguish the university's project, its people and the separate company's affairs. University research support does not automatically bring every company role into the same project. A company's park affiliation does not independently establish that this is the appropriate route either.

Specify the applicant, project reference, work and intended hire before choosing a subsidy label for the payroll budget. A business collaborating with a research institution should also establish who actually employs the person, directs the work and maintains the financial and project records.

Project Approval, an Identified Candidate and Talent Funding Are Different States

Paragraph 14 of the current guide requires the ITF R&D project to be approved and a research talent selected or identified before an RTH-ITF application is submitted. Each person requires a separate application. Additional or replacement talent and transfers to another ITF project have corresponding fresh-application arrangements. Application Guide linked from the current directory

An approved research project does not mean that every additional employee already has talent support. Label recruitment planning, candidate discussions, formal application and funding approval separately. Align employment commitments with actual approval status and the institution's hiring procedures.

An internal plan can identify the responsible person, formal decisions needed and points that must be clarified before commitments. Do not report an intended application as government-funded payroll, or ignore actual contractual obligations while waiting for a funding decision.

Connect the Candidate and Role to Real Research Work

Official conditions include an obtained relevant STEM degree, the qualification requirements and legal permission to work in Hong Kong during the engagement. Check non-local qualifications against the guide's recognition or equivalence evidence rather than an informal view of a university's reputation. The official FAQ also says the engagement must be full-time, not part-time or freelance. Programme page and FAQ

A job description should answer practical research questions: which experiments, engineering or analysis tasks the person will undertake, whom they report to, and how work and results are recorded. Giving a sales, marketing or general administrative role a research title does not change its actual duties.

Selection and conflicts of interest also require the applicable process. Familiarity with a candidate, existing team membership or a possible future partnership does not remove the need for review. Open and fair selection, relevant relationship declarations and proper records are separate matters from technical ability.

Reconcile Research Progress, the Engagement Period and Funding

The guide generally requires an engagement of at least six months. A person's aggregate support across RTH routes is generally limited to 36 months, subject to specified exceptions. An ITF project can engage up to four research talents at one time. These are scoped programme rules, not a promise of three continuous years for every team.

The following is an editorial planning aid, not the official application form or scoring sheet.

Item to align Facts to record An inadequate substitute
Project and tasks Approved project, R&D work and expected delivery The company operates in technology
Candidate and duties Qualifications, work permission, actual role and supervision A business card saying researcher
Engagement period Planned dates, project progress, prior support and changes Budgeting automatically for the longest period
Remuneration and cash Contract, actual payments, claim scope and timing Treating the allowance ceiling as cash received
Evidence and follow-up Recruitment, payroll, work records and formal notices Keeping only an application number

For example, a university project requiring continuous experimental validation should first align preparation, equipment availability, data permissions and supervision. This is a hypothetical organisation-of-work example, not an approved position or a statement that arbitrary start and end dates will be accepted.

An Allowance Ceiling Is Neither Free Company Cash nor an Automatic Salary Quote

The programme sets maximum monthly salary allowances by qualification, with separate MPF and doctoral living-allowance arrangements. The real budget must reflect the award, applicable guide version and contract. Multiplying one maximum number by the longest period is not enough.

The guide ties reimbursement to actual remuneration evidence and its acceptance. The applicant must not retain part of the relevant payment for any reason; other fringe benefits or overheads cannot simply be charged to this support. Paragraph 19 also contains a project-level total cap and legacy-project treatment. A current summary should not be retrospectively applied to every historical approval. Current guide: remuneration, reimbursement and responsibilities

Plan cash between payment and reimbursement. Distinguish an amount contracted, paid, claimed and received. Funding does not remove employer obligations, visa requirements or university procedures.

Changes and Departures Need Active Management

The guide requires prior handling of changes such as engagement duration or remuneration, and prompt reporting of resignation or early termination. Waiting until an annual summary can leave people, projects and claim periods out of alignment.

The research lead, administration and finance team can maintain a short event record: who joined when, the actual assignment, approvals or changes, and the person responsible for confirmation. Identity and payroll evidence belongs only with authorised parties, not in a publicity attachment.

This is a different arrangement from STEM internship employer preparation in Hong Kong. Student internships, research employment and building a startup team can be connected, but their eligibility, amounts and procedures are not interchangeable.

Jimhang Can Discuss Project Coordination, Not Replace Hiring or Approval

Teams connecting Hong Kong research with Greater Bay Area industry can bring non-confidential research objectives, current responsibilities and engineering-validation questions to a Jimhang Capital discussion. Our guide to company-university joint research considers another part of that coordination.

The applicant institution, administering authority and relevant professionals should assess individual matters.
